1). Puppy Linux is the safest way to do online banking, via a live CD/USB key. Decide whether to use save file to remember your settings at exit. Download is 300MB for useable thing. Can be expanded as required. Works on MOST hardware, particulaly older stuff. Does not self install. You have to manually install it from the live version. Can be installed with any Win version as a dual boot system using Grub4DOS -included. windows cannot read linux filesystem, but there is an .exe which will install a small linux shell in wnidows. Normally its in a new partion. Comes with all necessary intallation tools. Linux can read/write ntfs and fat file systems, is virtually virus proof and very secure compared to windows. You can write your own code at any time because the license is publicly owned. Puppy is Debian based, but will load several other common program formats. 2). everything, because they are not like things. One is an operating system kernel, the other is a distro using that kernel. What is the difference between a car and an engine? Other than one containing the other, they are basically 100% different. You are better off asking the similarities, of which I could confidently say they both contain metal, and one wouldn't be useful without the other. 
What is the same about Linux and Ubuntu? They were both contain computer code, and one wouldn't be useful without the other.
